TOPIC: THE FEDERAL BUDGET'S CGT CHANGES - WHAT THEY MEAN
The recent Federal Budget has reshaped the capital gains tax rules more than at any time in recent memory, with the changes taking effect on 1 July 2027. This practical session covers the headline measures – the removal of the 50% CGT discount, the move to cost base indexation and the new 30% minimum tax on capital gains – and what they will mean for your clients and your practice.
The session would cover:
- the removal of the 50% CGT discount for individuals and trusts, and the transitional rules that accompany it;
- the treatment of pre-CGT assets, including pre-CGT interests in trusts;
- the new CGT method statement and the four new c10ategories of capital gain;
- cost base indexation from 1 July 2027;
- the 30% minimum tax on capital gains; and
- the changes to the active asset reduction rules.

Arda Ahmed, ATI, is the Principal of Norton & Quay Tax Law, a specialist tax law practice in Sydney. He advises individuals, family trusts and private groups, small businesses, corporates and not-for-profits across income tax, capital gains tax and GST, together with payroll tax, land tax and duties. His practice has a particular focus on business restructures and CGT roll-overs, the small business CGT concessions, trusts, Division 7A and section 100A, and he acts for clients in ATO audits and reviews, voluntary disclosures, private ruling applications, objections and settlement negotiations.
Before establishing Norton & Quay, Arda held senior roles at Mills Oakley, KPMG and at specialist tax firms ranked by Doyle’s Guide. He presents regularly for The Tax Institute, most recently at the 2026 NSW Tax Forum, and provides commentary in Accountants Daily and Accounting Times.

- You may wish to update your profile with us to include your CPA Membership number which we will report to CPA Australia accordingly.
